Union Home Minister Amit Shah will inaugurate the SCO Joint Exercise on Urban Earthquake Search and Rescue Exercise (SCOJTEX-2019) at Dr. Ambedkar International Center in New Delhi on November 4, 2019. Union Minister of State for Home Affairs, Nityananda Rai will be the chief guest of the closing ceremony to be held on November 7, 2019. At the initiative of the Government of India, the National Disaster Response Force (NDRF) is hosting the “Shanghai Cooperation Organization (SCO) Joint Urban Earthquake Search and Rescue Exercise (SCOJTEX-2019)” with all 8 SCO countries.

The purpose of this exercise is to share disaster response rehearsal, knowledge, experience, technology, and mutual coordination. The exercise will also provide an opportunity to increase coordination and cooperation associated with multi-agency operations in earthquake scenarios. This 4-day exercise will be held in Delhi from November 4 to 7, 2019. In this exercise, China, India, Kazakhstan, Kyrgyzstan, Pakistan, Russia, Tajikistan and Uzbekistan all eight member countries will participate. According to the methodology and guidelines of the International Search and Rescue Advisory Group (INSARAG), this four-day exercise will be conducted. After organizing a joint urban earthquake search and rescue exercise for SCO member countries, there will be a meeting of experts from the ministries responsible for the prevention and elimination of the emergency.
During the exercise, at the national and international level, the role of Urban Search and Rescue (USAR), Emergency Medical Team (EMT), Humanitarian System / The United Nations Disaster Assessment and Coordination (UNDAC) / Emergency Procedure and Evaluation Team (ERAT), site Campaign Co-operation Center (OSOCC), Emergency Operations Center (EOC), Integrated Command Post (ICP), Response Group, Local Emergency Management Authority (Elima) and group meetings, Humanitarian Civil-Military Cooperation (CM-cord) views between representatives of all eight member countries on issues such as consultation and will be practiced.
